SUMMARY (Basic Purpose of the Job):
Provides leadership for the Clinical Value Analysis Program and support for supply expense management initiatives for clinical and non-clinical services in accordance with the Capital Health strategic plan. Organizes, directs and implements an infrastructure for a system-wide approach to clinical value analysis and new product introduction, serving as a liaison between supply chain management and clinical leadership. Responsible for cost savings opportunities related to improved products, services and processes, standardization and utilization. Reviews and assesses applicable financial, clinical, operational, and evidence-based literature and appropriately assists in the selection, evaluation, monitoring, analysis and implementation of cost-effective products, services and processes. Develops and maintains collaborative relationships with clinical, administrative, and healthcare system staff to ensure effective, results-oriented project outcomes to achieve a "best practice" value analysis system.
MINIMUM REQUIREMENTS
Education:
Bachelor's degree in healthcare or related field. Master's degree or MSN preferred. Graduate of an accredited school of nursing.
Experience:
Eight years of nursing in acute care setting. Five years operational management experience in healthcare supply chain or value analysis.
Other Credentials:
Registered Professional Nurse – New Jersey License
Knowledge and Skills:
Knowledge of clinical, operational, and financial procedures in an acute care setting. Understanding of medical terminology and coding (ICD-10, CPT, MS_DRG, HCPCS). Knowledge of materials management systems and purchasing functions including GPO (group purchasing organization) contracting. Ability to read, analyze and interpret scientific and technical journals, financial reports, and related documents and assimilate into presentation format as needed. Strong analytical and problem-solving skills.
Special Training:
Proficient in Microsoft Office applications and value analysis software. Materials management information system utilization preferred.
Mental, Behavioral and Emotional Abilities:
Ability to effectively and clearly communicate with various departments and all levels of staff. Able to prioritize workload and work effectively with minimal supervision. Demonstrated ability to work concurrently on multiple projects with several teams. Ability to respond to common inquiries or complaints from clients, co-workers, or members of the business community.

ESSENTIAL FUNCTIONS:
Reviews all organizational requests for clinical products/devices submitted through the value analysis product request software application (including capital equipment as it relates to new product requests).
Facilitates Value Analysis Executive Steering Committee and the Value Analysis Sub-Committee meetings to vet new product requests and expense reduction opportunities.
Utilizes internal and external data to identify savings opportunities including GPO and benchmarking tools, contract data, purchasing data and clinical evidence.
Prepares cost estimates for current and proposed opportunities by primary service line.
Ensures a balance in maintaining high quality and safe patient care with cost effective operations.
Analyzes reports, data and market trends to determine cost reduction opportunities, reimbursement initiatives, and best practice standards.
Provides support to service lines with evidence-based research and financial analysis related to new product requests.
Represents Capital Health on various group purchasing organization committees as requested.
Serves as a resource to medical staff and clinicians in support of product changes and supplier relationship issues.
Approaches problems in an informed and logical manner with focus on identifying and mitigating root causes. Identifies core information and data to streamline decision-making and effectively communicate to key stakeholders within the organization (e.g., how is customer impacted, what is key data, how correlated is it).
Provides clinical assistance to facilitate planning and directing of product conversions, new product introduction and process flows for Supply Chain. Leads and carries out process to ensure that all products and equipment meets standards and end-user requirements, quality and safety specifications.
Participates in evaluation of vendor proposals for purchases, products, supplies and technology to assure adherence to specifications. Analyzes proposed and actual products in terms of the feasibility of the products within the system.
