SUMMARY
The first executive director of the newly formed Washington State Green Bank, Washington's nonprofit green bank, will inspire and drive efforts to promote accessible, equitable, and just investments in climate resilience, energy efficiency, and renewable energy to support healthy and thriving communities. The executive director will work with the board of directors to develop organizational documents and policies, oversee marketing and communications efforts, build enduring relationships with stakeholders, provide leadership in climate funding and financing, fundraise to support growth of the organization, launch and oversee financing programs, and manage team members and vendors.

Washington State Green Bank, a nonprofit corporation, contracts with Public Sector Consultants (PSC) to provide staffing and management services. PSC, a nonpartisan public policy research and consulting firm, has a long history of creating and staffing entities like the Washington State Green Bank in other states. The executive director will be an employee of PSC and have support from other PSC employees that provide administrative, finance, strategic counsel, and marketing services. PSC will review candidates and select the executive director in consultation with the Washington State Green Bank board of directors.  The executive director will carry out the responsibilities noted above as directed by the board. ESSENTIAL DUTIESBrings key leadership skills necessary for organizational development and growth, ensuring long-term sustainabilityDevelops and executes the organization's inaugural strategic plan as directed by the board of directors and with the input of key partnersEnsures Washington State Green Bank's fiscal, operations, fundraising, marketing, human resource, technology, and programmatic strategies are effectively implemented across all segments of the organizationProvides organizational leadership and management, including but not limited to:Serving as the key liaison to the board of directors and key stakeholdersOverseeing the development, adoption, and execution of the annual plan and budgetManaging vendors and contractsProviding fiscal management that generally anticipates operating within the approved budget to ensure maximum resource utilization and keep the organization in a positive financial positionDevelops and executes a fund development plan for operational capacity and for building more accessible, equitable, and just climate-focused solutions that support healthy and thriving communities. Specific strategies include:Building accessible, equitable, and just funding structures and programs that fill marketplace gaps, growing service offerings for harder-to-reach and disadvantaged communities, and leveraging private financingPursuing public, private, and foundation grants that support implementation of the strategic planAdding additional staff to increase the organization's capacity and effectivenessActs as the principal spokesperson for the organization with leaders at the national, state, and local levelsDevelops relationships and partnerships, including:Building strong relationships with elected officials, appointed officials, and major political players in the stateBuilding strong partnerships with other leading grassroots and energy justice and consumer advocate organizations in Washington to support shared goalsMaintaining crucial partnerships with key allies, especially with other mission driven lendersWorking to strengthen relationships and to learn from peers at the national level, including the Coalition for Green CapitalLeads organizational commitment to diversity, equity, inclusion, and justice and works to expand the political and environmental communities' commitment to those valuesQUALIFICATIONSBachelor's degree; preferably a master's degreeTen to fifteen years of related work experienceStrong background in public and/or private investment and development financePassion for a just and equitable clean energy transitionFamiliarity with the clean energy policy landscape in the state of WashingtonKnowledge of energy policy preferredProven ability to develop, lead, and manage teams effectively Knowledge of fundraising strategies, donor cultivation, and securing grants WORK ENVIRONMENT This role is remote and based in Washington, while PSC headquarters is in Lansing, Michigan. Work is primarily performed indoors, with extended periods at a computer or on the telephone. The nature of the work involves multitasking, completing repetitive tasks, and having contact with the public and clients. Some in-state travel will be required as the Washington State Green Bank's services will be offered statewide.
