The City is seeking qualified applicants with the experience and skills to plan, organize, and direct its Finance Department. Provided the search yields a new Finance Director prior to the current Director's retirement date, our goal is to offer a period of time for training and the transfer of organizational knowledge to the new Director. Detailed Description of Duties: The Finance Director plans, directs, and organizes a variety of fiscal and administrative functions related to the disbursement and accounting of revenues and expenditures. Work involves administering and supervising the operations of utility and property tax billing and collection; customer service; budget development and monitoring; accounting and payables and receivables; central warehouse and purchasing; cash and investment management; risk management; and grant administration. The Director attends meetings of the City Council to present requested and required financial reports and information. Considerable independent judgment and initiative is required in planning and directing the fiscal control and procurement system and varied operations within the department. Work is performed in accordance with North Carolina General Statutes and state regulations governing the responsibilities of local government financial operations, local government purchasing, contracts and bidding, and City policies and manuals. Work is performed under the general supervision of the City Manager and is evaluated through conferences, reports, analysis of program accomplishments, feedback from other departments, and by an independent audit of financial records.
Responsibilities include but are not limited to: Plans, organizes, and directs the operations of the Finance Department, including the disbursement and accounting of municipal funds, tax and utility billing, collections, purchasing, warehouse, fixed assets accounting, investments, and grant administration; supervises staff assigned to these functions.Oversees the preparation of monthly, quarterly, and annual financial statements, and the preparation of other reports on the fiscal condition of the City and as needed for federal, state, and private bond rating agencies; administers the debt service program for the City.Reviews and monitors ongoing administration of budget; monitors revenues and expenditures; coordinates activities and changes with City departments.Advises the City Manager and assists department directors in the preparation of the operating and capital improvement budgets; projects revenues; performs historical research on spending and trends in previous years; forecasts capital and financing schedules and cost estimates.Assists the auditors during the annual audit of City financial records; follows up on findings to improve financial systems.Supervises the central warehouse and purchasing functions; ensures compliance with city and state purchasing requirements for goods, equipment and services.Oversees projects involving multiple City Departments coordinating engineers, attorneys, contractors, financial institutional institutions, etc.Works with the Manager in directing the formulation of City financial policies.Monitors grant agreements for financial and award compliance; directs the timing of drawdowns for expenditures.Recruitment and Selection Guidelines: Interested candidates will be assessed on the following knowledge, skills and abilities:
Knowledge of NC General Statutes, laws, local ordinances and administrative policies governing municipal financial practices and procedures.Comprehensive knowledge of the principles, practices, and laws of public finance administration, including accounting, budgeting, and municipal bond financing in government.Considerable knowledge of the principles and practices of a municipal purchasing system and employee and general liability insurance administration.Considerable knowledge of the principles and practices of management and supervision, including reward systems, counseling, coaching, motivation, and performance evaluation.Skill in problem-solving, conflict resolution, and group facilitation.Ability to prepare, interpret and present complex and detailed fiscal reports of a budgetary or financial nature to the City Council or other governing bodies or state or federal agencies.Ability to evaluate and supervise the development and installation of complex financial systems and formulate and install accounting methods, procedures, forms and records.Ability to plan, organize, direct and evaluate the work of subordinate employees in the fields of accounting, statistical reporting, tax assessment and collection, purchasing, contracting, and investments.Ability to establish and maintain effective working relationships with Finance Department employees, government officials, department directors, employees, vendors and the general public.Ability to express ideas effectively in oral and written form and in presentations.Ability to conduct long-range fiscal planning.Ability to promote transparency, efficiency, and accountability.Preferred Education / Experience: Graduation from a four-year college or university with a degree in accounting or business; completion of advanced courses in financial management; considerable experience in public finance administration or accounting preferably including some supervisory experience; or an equivalent combination of education and experience.CPA or NC Local Government Finance Officer certification preferred.The City of Marion is an equal opportunity employer.
