Job Summary
The City of Baytown's Entrance Exam Process for Firefighter/Paramedic is completed exclusively through National Testing Network (NTN).

Applications received that do not have a completed NTN entrance examination associated with the City of Baytown, will result in an incomplete application and will be disqualified.

Before applying with the City of Baytown, you must be Certified by Texas Commission on Fire Protection (TCFP) or have your reciprocity in process with TCFP.

Please note the following items before you start the online application process:
1.
Applicants must have a completed entrance examination with National Testing Network, with a passing score of 70 points.

2.
Applicants must provide their Paramedic license number issued by the Texas Department of State Health Services or the National Registry of Emergency Medical Technicians.

3.
Candidate Physical Abilities Test (CPAT) If a candidate has successfully passed the CPAT and holds a valid certification, the candidate does not need to take the Baytown PAT.

4.
Fire Certification through the Texas Commission on Fire Protection (TCFP) is required before submitting an application.

5.
Communication - Throughout the hiring process communication will be conducted via email and text message.
Applicants should add ****** to their email safe sender list to avoid missing any communication provided by the City of Baytown.

Duties
+ Receives calls from dispatcher, responds verbally to emergency calls, reads maps, may drive ambulance to emergency site, uses most expeditious route, and observes traffic ordinances and regulations.

+ Determines nature and extent of illness or injury, takes pulse, blood pressure, visually observes changes in skin color, makes determination regarding patient status, establishes priority for emergency care, renders appropriate emergency care based on competency level; may administer intravenous drugs or fluid replacement as directed by a physician.
May use equipment based upon competency level such as but not limited to, defibrillator, electrocardiograph.
Performs endotracheal intubation to open airways and ventilate patients.

+ Assists in lifting, carrying, and transporting patients to ambulance and on to a medical facility.
Reassures patients and bystanders, avoids mishandling patients and undue haste, and searches for medical identification emblems to aid in care.
Extricates patients from entrapment, assesses extent of injury, uses prescribed techniques and appliances, radios dispatcher for additional assistance or services, provides light rescue service if required, and provides additional emergency care following established protocols.

+ Complies with regulations in handling deceased, notifies authorities, arranges for protection of property and evidence at scene.
Determines appropriate facility to which patient will be transported, reports nature and extent of injuries or illness to that facility, asks for direction from hospital physician or emergency department.
Observes patients en route and administers care as directed by physician or emergency department or according to published protocol.
Identifies diagnostic signs that require communication with the facility.
Reports verbally and in writing observations about care of patients at scene and in route to facility, provides assistance to emergency staff as required.

+ Replaces supplies, sends used supplies for sterilization, checks all equipment for future readiness, maintains ambulance in operable condition, ensures ambulances cleanliness and orderliness of equipment and supplies, decontaminates vehicle interior, determines vehicle readiness by checking oil, fuel, water in battery and radiator, and tire pressure, maintains familiarity with all specialized equipment.

+ Performs all other related duties as assigned.

Minimum Qualifications
Required:
+ Applicants must have a completed entrance examination with National Testing Network, with a passing score of 70 points.

+ Applicants must have at a minimum a High School Diploma/GED or equivalent.

+ Must possess a valid Drivers License with an acceptable driving record.
A valid Texas Drivers License must be obtained prior to appointment.

+ Must be at least 19 years of age and less than 36 years of age at the time of the entrance examination.

+ Must be able to read and write in English.

+ Must meet all legal requirements necessary to become eligible for certification by the Texas Commission on Fire Protection.
Once classified as a firefighter, must possess the Basic Firefighter Certification from the Commission on Fire Protection Personnel Standards and Education.

+ Will be required to pass all pre-employment tests before hire.

+ Must be a United States citizen.

+ Must possess an active paramedic certification through the National Registry or State of Texas.

+ Applicants must provide the license number issued by the Texas Department of State Health Services or the National Registry of Emergency Medical Technicians.

+ Applicants must possess an active fire certification (through TCFP or eligible for TCFP through IFSAC reciprocity.)

+ If the Applicant has service in any military service, a copy of the DD214 is required.
The applicant must have an honorable discharge.
The application will be incomplete if the DD214 is not attached.

+ Applicants The applicant must meet the minimum standards for certification of a firefighter (fire protection personnel) pursuant to the provisions of the Texas Government Code, Chapter 419, and the rules of the Texas Commission on Fire Protection which are in effect at the time of the examination and appointment.

+ Candidate Physical Abilities Test (CPAT) If a candidate has successfully passed the CPAT and holds a valid certification, the candidate does not need to take the Baytown PAT.

Lateral Pay Program
+ Starting salary based on whole years of firefighter or paramedic experience (1 for 1) at current place of employment, up to the max tier (7).

2.
To be eligible, candidates must meet the following requirements:
a.
Currently employed as a fulltime Firefighter or Paramedic for a not-for-profit or government public safety agency (Municipal/County agency, Emergency Service District, Fire or EMS District) that provides 911 emergency services.

b. Dual (firefighter/paramedic) certification at time of application.

c. Fire certification must be TCFP or eligible for TCFP through IFSAC reciprocity.
Paramedic certification must be National Registry or State of Texas.

3.
Pay applies only to base pay.
Does not apply to seniority, longevity, shift picks, etc.

Knowledge, Skills and Abilities
Skilled in handling emergencies utilizing all Basic and Advanced Life Support equipment and skills in accordance with all behavioral objectives in the DOT/EMT Basic, EMT-I curriculum, and the EMT-P curriculum.
Ability to communicate verbally via telephone and radio equipment; ability to lift, carry, and balance up to 125 pounds (250 pounds with assistance); ability to interpret written, oral and diagnostic form instructions; ability to use good judgment and remain calm in high-stress situations; ability to be unaffected by loud noises and flashing lights; ability to function efficiently throughout an entire work shift without interruption; ability to calculate weight and volume ratios and read small print, both under life threatening time constraints; ability to read English language manuals and road maps; accurately discern street signs and address numbers; ability to interview patient, family members, and bystanders; ability to document in writing all relevant information in prescribed format in light of legal ramifications of such; ability to converse in English with coworkers and hospital staff as to status of patient.
Good manual dexterity, with ability to perform all tasks related to highest quality patient care.
Ability to bend, stoop, and crawl on uneven terrain.
Ability to work in low light and confined spaces.
Ability to get along appropriately with co-workers and the public.

Attendance is an essential function of this position.
The City reserves the right to require an employee in this position to work overtime.
This position provides services or performs duties for the benefit of the general public during emergency situations.
These may include services or duties different from those performed in the usual course and scope of your job.
In the event of an evacuation, the incumbent in this position may be required to remain to perform needed services.
