Objectives

Individual reviews, manages, and processes purchase orders, receipts, and disbursements ensuring adherence to Ohio Revised Code mandates and Delaware County Transit official policies.
Individual is responsible for providing administrative support to the Fiscal Services Manager and other team members of Delaware County Transit.
Individual reports directly to the Fiscal Service Manager.
Job Standards

Associate's degree in Business Administration, Accounting, Finance or related area plus 18 months related work experience in creating and working with data bases or an equivalent level of experience to encompass the education and experience required.
Must possess a State of Ohio Driver's License and acceptable driving record.
Must meet and maintain qualifications for driving on county business as a continued condition of employment.
All required licenses and certificates must be maintained as a condition of continued employment.
Essential Functions ESSENTIAL JOB FUNCTIONS: Ensures that proper internal accounting controls are followed to protect the agency's assets; Reviews, verifies and process's purchase orders and invoices for payment to ensure validity, accuracy, and compliance with county, state, and federal policies, rules, regulations; Provides assistance and information to department and agency fiscal personnel and managers; Researches and responds to departmental, agency, or vendor inquiries regarding purchase and payment information; Processes, files and distributes incoming and outgoing documentation, correspondence and telephone protocol; Assists in the preparation of budgets and financial reports; Tracks federal revenues for compliance with federal regulations; Reviews and processes time studies; Provide information and clarification to the Auditing Organization during financial and compliance audits; Prepares invoices and tracks receivables; Prepares pay-ins and enters receipts; Processes payroll; Organizes and prepares documents, reports, presentations, etc., for dissemination inside and outside the work unit; Implements technology initiatives, programs and applications for the data system; Maintains appointment calendar / schedules, resolves scheduling issues and conflicts; Receives, processes and distributes incoming and outgoing mail; Receives, prepares files and maintains documents, records and correspondence; Orders and maintains office supplies; Devises correspondence, completing forms and developing reports; Participates in agency procurement process; Faxes and copies materials as requested; Performs accounting and bookkeeping functions; Demonstrates regular and predictable attendance; Attends various training sessions, video conferences, and workshops; Hold as confidential, all aspects of the job; Performs typing, word processing, and related computer operations; Works overtime and outside of typical work schedule/business hours as required, and Other duties as assigned by the Director/Designee.

JOB REQUIREMENTS: Equipment: Ability to operate a variety of office equipment such as computer, copier, multi-line telephone, paper shredder, IPad, calculator, FAX machine, DVD player, and other equipment necessary to perform duties.
Individual uses personal protective equipment as necessary.
Ability to safely operate a motor vehicle is required

Critical Skills/Expertise: Thorough knowledge and the ability to create and work in computer applications such as database, spreadsheet, word processing, specialized payroll/AR/AP software package and intranet/internet functions; Practical knowledge of federal, state, and local laws, rules, and regulations regarding fiscal functions of accounts payable and accounts receivables specific to Delaware County; Thorough knowledge of the Ohio Revised Code and internal administrative and financial procedures; Thorough knowledge of the fundamentals of fund accounting and financial reporting principles and practices, including tax procedures; Ability to interpret and implement policies, procedures and governmental codes; Ability to work independently and as part of a team; Ability to communicate effectively, both orally and written; Ability to handle and organize large volumes of information and paperwork; Ability to work under pressure and to capably interact with co-workers and other members of various departments and agencies; Ability to maintain confidentiality; Flexibility to work with others in a variety of circumstances including, but not limited to, diversity of individuals and/or groups; Ability to adapt to changing priorities; work with frequent interruptions; Ability to define and solve problems, collect data, establish facts and draw valid conclusions using judgment and analytical skills.

DIFFICULTY OF WORK:
Work consists of moderately complex, varied, non-standardized tasks requiring technical skills and application of numerous laws, rules, regulations, and procedures.
Guidelines are generally accepted but not always clearly applicable.
This position requires a working knowledge of governmental accounting principles and practices; especially fund accounting.
Comprehensive knowledge of computers and various software applications is necessary to enable the employee to quickly and efficiently apply themselves to the position.
Judgment is needed to select the most pertinent guideline and interpreting precedent.
Work is of substantial intricacy.

RESPONSIBILITY:
Supervisor provides general guidance allowing the individual the ability to plan the procedures and methods to attain objectives.
Work is reviewed in process and/or upon completion for technical adequacy and conformance with practice and policy.
Errors in work may cause inaccuracies in reports, records, or technical data resulting in inaccurate or incomplete information, which may result in misstatement of county funds and balances, misuse and/or loss of public money.

Contact is with co-workers, employees from public and private sector organizations and the public.
The purpose of these contacts is to guide and direct, check on progress of work assigned, coordinating services, and job development/referrals, make recommendations and handle questions about department, programs and client concerns.

PHYSICAL EFFORT AND WORK ENVIRONMENT: Physical Requirements: The physical requirements of the position are identified as sedentary work, which may require the lifting of up to twenty-five (25) pounds.


Physical Activity:The physical activity of the position includes lifting, manual dexterity, talking, hearing, walking, crouching, and reaching.


Visual Activity:Individual performs work where objects being viewed are close to the eyes.

Job Location:The minimum work conditions for the position indicate that the individual is not exposed to adverse environmental conditions.
