Department Profile
Global Financial Crimes (GFC) coordinates day-to-day implementation of the Firm's enterprise-wide financial crime prevention efforts. GFC includes several legal and compliance disciplines and has responsibility for governance, oversight and execution of the Firm's Anti-Money Laundering (AML), Economic Sanctions, Anti-Tax Evasion, Anti-Corruption and Government and Political Activities Compliance programs. GFC also develops and/or assists in the development of appropriate policies and procedures, including those designed to assist the business units to know their clients and conduct appropriate due diligence and to prevent, detect and report potentially suspicious activity.
Primary Responsibilities
The Head of GFC Testing and Quality Assurance (QA) will lead GFC's Testing and QA teams and the strategic approach of both the Testing and QA programs, including managing execution of run the bank processes and facilitating global change the bank activities. The role will have numerous direct and indirect reports, including individuals in New York, Baltimore, Alpharetta, Glasgow, Mumbai, and Hong Kong. The role will report to the Head of GFC Risk. The role will:
>Supervise teams of Testing and QA professionals with global coverage of financial crime compliance testing and QA reviews;
>Lead the development, implementation, and execution of risk-based compliance testing to review and assess the design adequacy and operational effectiveness of the Firm's financial crimes procedures, processes, and controls;
>Ensure staff receive appropriate training and development, assist in developing training plans and provide coaching where necessary;
>Represent the Testing and QA functions and participate in GFC Governance and Functional Committee meetings;
>Supervise direct and indirect reports who manage the execution of tests and review work product completed and who prepare written reports;
>Communicate test results, present identified issues to the business, operations and GFC management, and work with the business and other stakeholders to develop corrective action plans to remediate findings;
>Coordinate with other professionals in the organization, including GFC Advisory teams, other Compliance Monitoring and Testing Groups and Internal Audit;
>Remain current on industry rules, regulations, and best practices to help ensure that the Testing and QA programs meet regulatory standards;
>Report QA results to coverage areas and identify training needs, policy/procedure revisions, and standardization of processes;
>Partner with global teams based out of the respective regions and build rapport with key business stakeholders;
>Work with various stakeholders, including GFC, Operations, Financial Crimes Technology to identify, assess, and manage risk.
>Promote a culture of high performance and continuous improvement
Skills required (essential)
Candidates must have:
>Bachelor's or Master's degree
>10+ years' experience and currently leading testing, QA or audit teams
>Financial crimes compliance experience in the financial services industry
>Experience industry with respect to processes/controls to evaluate Financial Crimes risk
>Experience in managing / leading high performing staff
>Detail-oriented and organized with the ability to maintain attention to detail
>Strong analytical & critical reasoning skills
>Ability to work with global and cross-functional teams spanning LCD, Technology, Operations and other areas of the Firm
>Proficient in MS Office
>Excellent written and oral communication skills
>Creative problem-solver with high level of learning agility and initiative
>CAMS certification - be certified as an Anti-Money Laundering Specialist by ACAMS or equivalent AML certification/license - or certification within 15 months of hire

>Strong leadership qualities with the ability to assess and develop individual skills of team members by providing timely constructive feedback
>Excellent interpersonal skills and ability to work effectively with colleagues across regions and Business Units
>Ability to manage multiple priorities and tasks with the skills to adapt to changes in a fast-paced environment
Expected base pay rates for the role in New York will be between 160000 and 250000  per year at the commencement of employment. However, base pay if hired will be determined on an individualized basis and is only part of the total compensation package, which, depending on the position, may also include commission earnings, incentive compensation, discretionary bonuses, other short and long-term incentive packages, and other Morgan Stanley sponsored benefit programs.
