Under general supervision of the Board of Directors, using professional and independent judgement, the Capital Projects Director will provide oversight of designated capital construction projects to ensure that goals and objectives of the tribal development are accomplished within prescribed time frame and cost-effective funding parameters.
ESSENTIAL FUNCTIONS: (Includes, but not limited to the following) Works directly with Board of Directors in developing new commercial and residential construction projects throughout the seven-county service area.Responsible to oversee and manage all phases of construction to complete the project, including but not limited to, engineering/architecture design, environmental reviews, utilities, and subcontractor for trade.Create project proposals or plans to determine time frame, funding sources, and procedures for accomplishing projects, staffing requirements, and allotment of available resources to various phases of projects.Creates work plans and staffing for each phase of the project, and arranges for assignment or recruitment of project personnel. Directs project managers to outline work plans and to assign duties, responsibilities and scopes of authority. Authorizes and controls production schedules, operating capital budgets and project authorizations.Interpret and explain plans and contracts terms to representatives of the owner or developer, including administrative staff, workers, or clients.Is responsible for the oversight of contracts and negotiates revisions to contractual agreements with architects, consultants, clients, suppliers, or subcontractors.Confer with supervisory personnel, owner, contractors, or design professionals to discuss and resolve matters, such as work procedures, complaints, or construction problems.Plan, organize, and direct activities concerned with the construction of the structures, facilities, or systems.Study job specifications to determine appropriate construction methods.Responsible to work with Sault Tribe Insurance Department with safety personnel and inspect or review projects to monitor compliance with building and safety codes or other regulations.Investigate damage, incidents, or delays at construction sites to ensure that proper construction processes are being followed.Implement new or modified plans in response to delays, bad weather, or construction site emergencies.Develop or implement quality control programs.Approve the requisition of supplies or materials to complete construction project upon managers' request.Develops annual Capital Expenditure Budgets and manages expenditures within budget.Confers with project personnel to provide technical advice and to resolve problems. Performs on-site reviews to evaluate performance of superintendents, field crews, and subcontractors.Apply for and obtain all necessary permits or licenses.Apply green building strategies to reduce energy costs or minimize carbon output or other sources of harm to the environment.Secure third-party verification from sources, such as Leadership in Energy Efficient Design (LEED), to ensure responsible design and building activities or to achieve favorable LEED ratings for building projects.Develop construction budgets to compare green and non-green construction alternatives, in terms of short-term cost, long-term cost, or environmental impacts and easements.Work with utility companies to get necessary documents and approved affidavits to bring lines and equipment on tribal land.Consult with Tribal Housing Division to establish standard material, products, and equipment used on building to ensure efficiency in maintaining them in the future.Estimates projects and plans material lists for quotations.Compile estimates, schedules of value, and payment of applications.Maintains official project logs and documentation files.Directs staff to prepare reports for management, clients, or others.Read blueprints, diagrams, schematics, and mechanical prints.Coordinates projects activities with activities of other Tribal programs and various agencies.ADDITIONAL RESPONSIBILITIES: (includes, but not limited to, the following) Other job-related duties as assigned.CONTACTS: Has direct contact with Project Architects and Engineers, Construction staff/craftsmen, Internal Administrative Staff, Shipping and Receiving Supervisors, client representatives, subcontractors, suppliers, vendors, Tribal Board of Directors and Management. Will occasionally have contact with all tribal departments.
PHYSICAL REQUIREMENTS: Position requires lifting of 25 pounds and frequent team lifting/carrying up to 50 pounds. Physical factors include constant use of hearing, near/midrange/far vision; frequent standing, lifting and driving and occasional pushing/pulling, stooping, climbing, kneeling, reaching, manual handling, use of smell, depth perception, color/field of vision and typing. Working conditions include frequent exposure to weather, extreme heat, extreme cold, wet/humid and noise with occasional exposure to vibration, air quality, travel and flight. Potential hazards include frequent use of equipment and occasional exposure to moving mechanical parts, electric shock, high/exposed places, chemicals, insecticides/pesticides, infectious exposure, needles/syringes, computer use and encounters with animals. Frequent use of construction hand and power tools and equipment. Personal protective equipment needed to perform job are hard hats, safety glasses, protective footwear and all other safety equipment as needed to perform job duties. REQUIREMENTS: Education: Bachelor's degree in Construction, Business, Engineering or related degree or five years of demonstrated ability in relevant work experience may be considered in lieu of degree.
Experience: Minimum of five years' experience in managing construction projects or equivalent combination of education and experience required in addition to above stated education requirement.
Certification/License: Must have or be able to obtain a Michigan Residential Builder's License within one year of hire. Will be required to undergo and successfully pass a background check. Must have a valid driver's license and be insurable by Sault Tribe Insurance Department. Must comply with annual driver's license review and insurability standards with Sault Tribe Insurance Department. Must maintain good moral character standing and will be required to complete and pass pre-employment drug testing.
Knowledge, Skills and Abilities: Must have working knowledge of OSHA Safety Regulations. Must have working knowledge of and up-to-date on Michigan Residential and Commercial Building Codes. Must possess supervision and leadership skills. Must be able to work with minimal to no supervision. Must be able to establish and maintain effective working relationships with supervisory personnel, coworkers, subordinates and general public. Must be able to calculate quantities, proportion and volume to ensure adequate job materials, equipment and supplies for projects. Must be able to work under pressure and handle difficult situations. Must be able to use common sense to carry out detailed written and oral instructions. Must have skills to negotiate construction bids and project time frames. Must have excellent communication skills. Ability to read and interpret documents such as safety rules, operation and maintenance instructions and procedure manuals. Ability to write routine reports and correspondence. Ability to project departmental budgets and review financial information pertinent to projects. Ability to speak effectively before a group of customers or employees of organization. Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply common sense understanding to carry out concrete variables in standardized situations. Native American preferred.
