HBCU Public Service Program Vacancy Announcement: Policy Analyst (DOC)
Introduction to the Agency:
The D.C. Department of Corrections (DOC) ensures public safety for citizens of the District of Columbia by providing an orderly, safe, secure and humane environment for the confinement of pretrial detainees and sentenced inmates, while providing meaningful opportunities for community reintegration.
DOC currently operates a large municipal jail system with an average daily population of approximately 1,284 inmates. Those in the custody of DOC include 94% males and 6% females with two primary correctional facilities--- the Central Detention Facility also known as the D.C. Jail and the Correctional Treatment Facility.
The Role:
As a Policy Analyst, you will coordinate directives, management activities, provide technical assistance in the development and assessment of all policies and procedures, and assist with the overall operations in achieving and maintaining accreditation for DOC.
The main responsibilities of the IT Specialist are as follows:
* Serves as the key contact for DOC policies and procedures.* Conduct in-depth research on legislative changes, court decisions, and industry best practices relevant to corrections.* Advises the Deputy Director for Operations and agency officials on existing problem areas, development of solutions, and target dates for end results.* Engage with internal and external stakeholders, including correctional staff, legal experts, and advocacy groups.* Attend hearings where Department policies and regulations, including any relevant legislation, are under consideration.
Qualifications and Relevant Experience:
To participate in the HBCU Public Service Program, you must have the following eligibility requirements:
* Graduate from either Howard University or the University of the District of Columbia with a bachelor's degree in either December 2023 or May 2024.* Commit to being a resident of the District of Columbia for two years upon being hired.
The ideal candidate will have the following skills and experiences:
* Ability to conduct thorough research and analysis of operational and program issues.* Skill in preparing and presenting materials.* Ability to communicate through writing for purposes including technical policy interpretation of statutes, regulations, and policies.* Knowledge of correctional operations, laws, and regulations.* Knowledge of risk management and compliance principles in corrections.
Relevant coursework & internship experience:
* Any courses in Public Policy, Criminal Justice, Law, or a related field.* Any internship experience in policy analysis and development, preferably in a correctional or criminal justice setting.

Working Conditions and Environment:
* The work schedule is 4 days per week at the office to encourage interaction with team members, and you may work remotely one day per week.* Work hours are somewhat flexible, but it is expected that you will work 40 hours per week, such as 9am - 5:30pm if you take a half hour for lunch.* There is no requirement to own or drive a vehicle.

Paid Time Off:
District Government employees earn 4 hours of paid leave each pay period (every two weeks) until they have 3 years of service, at which point they begin accruing 6 hours of paid leave per pay period.
The District provides employees paid leave on 12 annual holidays per year.
Salary:
Apprentices will earn an annual salary of $65,285 during their first year of employment. After successful completion of the 1-year apprenticeship program and contingent upon funding availability, the apprentice will become a regular employee earning $69,481.
