Primary Purpose Support the mission of CHEST by enabling efforts to expand access to care and health equity through conducting ongoing monitoring of the landscape affecting the practice of pulmonary, critical care, and sleep medicine. Support the preparation of meetings with volunteer member subject matter experts and external stakeholders, including regulators, legislators, the executive branch, commercial entities, and other nonprofits. Execute identified strategies to drive progress toward CHEST's policy and advocacy priorities. Collaborate with internal teams (eg, communications, education, DEIB, clinical practice guideline development) to ensure that core issues are internally understood and clearly communicated to members and stakeholders.
Essential Functions/Responsibilities Manage an annual cycle of activity (eg, responses to federal rulemaking) and operationalize strategies to move CHEST's policy priorities forward, coordinating with stakeholders internally and externally. Staff and guide the volunteer work force (eg, committees, work groups, task forces) needed to maximize success toward policy priorities. Identify gaps in expertise and work with the senior team to support recruitment of external participants (eg, patient advocacy organizations, pharmaceutical and device companies, other medical societies) to ensure broad community alignment and contributions as needed. Monitor the pulmonary, critical care, and sleep landscape for emerging priorities and make recommendations about where to invest effort. Guide the CHEST response to macro level public health issues of importance. Research and develop internal policy briefs to socialize key issues, provide key background, and inform options for action. Draft open letters, responses to government RFIs and comment periods, and brief policy statements that are consistent with CHEST's mission and voice and support with documented evidence. Support the development of in-depth position statements of a degree of rigor and quality for peer-review journal publication. Maintain a record of CHEST advocacy activities and decisions both for internal purposes and to collaborate with the broader communications team to ensure key activities are shared broadly with the CHEST audience. Prepare presentations and participants for external meetings with stakeholders (eg, regulators, legislators, American Medical Association House of Delegates). Collaborate with other departments to ensure provision of needed materials and collateral. Help assess and triage external requests for endorsement or support and frame recommendations for leadership. Participate in CHEST Annual Meeting planning, ensuring the policy agenda as well as advocacy more generally are represented in sessions and nontraditional opportunities on site. Plan and convene stakeholder summits to refine problem statements or develop action plans. Other Functions/Responsibilities Assist with other projects as needed. Qualifications Required Qualifications and Competencies: Degree in health policy, health administration, or equivalent. 2+ years' Capitol Hill, administration, pharmaceutical, healthcare, federal government affairs or policy direct experience required. Experience in reimbursement policy at the national level, including coverage, coding, and payment of healthcare products or services. Strong writing skills and ability to distill complex clinical and regulatory information for a lay audience; ability to synthesize and present information using slides and other tools. Ability to interpret financial and statistical analysis. Highly developed interpersonal and networking skills; ability to gain trust and communicate complex concepts with clarity to diverse groups; navigate formal and informal channels to leverage the right people and expertise to successfully accomplish work. Keen prioritization skills and drive to execute on tasks and goals and anticipate contingency needs. Demonstrated ability to participate in multiple large concurrent projects at different phases and focus attention accordingly. Results orientation. Demonstrated ability to work effectively both independently and with teams. Flexibility and adaptability. Strong presentation skills. Periodic travel required to represent CHEST at professional society and business meetings. This pay range represents base pay only and excludes any additional items such as incentives, bonuses, or other items. CHEST considers factors such as, but not limited to, the scope and responsibilities of the position, the candidate's work experience, education/training, key skills, internal peer equity, and market and organizational considerations when extending an offer.
