Description
To provide reception, clerical support, and accounting functions for the Bayfield County Highway Department.
Act as lead support resource in absence of Office Manager.
Examples of Duties
Accounting / Bookkeeping duties:
1.
Data entry functions for labor, equipment usage, materials and fuel used and all related record keeping.
2.
Maintain accounting system (journals, ledgers, trial balances) and reconcile with County Clerk's reports.
3.
Reconcile monthly state reports.
4.
Compile and balance shop work orders and gas tickets for journal entry.
5.
Compile Worker's Compensation Claims and other insurance claims.
6.
Compile and file all vehicle accident reporting claims.
7.
Bill towns, cities, village and other departments for Highway Department services.
Budget:
1.
Generate reports for Commissioner's use during budget preparation.
2.
Assist in year-end process and annual audits.
Computers:
1.
Use and manage complex computer software including word processing, spreadsheet, database and e-mail.
2.
Assist and instruct staff as needed.
Miscellaneous:
1.
Complete tasks assigned by the Office Manager / Accountant, Highway Commissioner or Patrol Superintendent.
2.
Sort, open, stamp and distribute incoming mail and packages.
3.
Maintain and order office supplies.
4.
Maintain Department training records.
5.
Public intake.
6.
Act as Office Manager / Accountant in absence of that employee.
Qualifications
A.
Minimum of an Associate Degree in accounting, business or finance.
B.
5 years of computerized accounting experience, preference for knowledge of Government Cost Accounting Systems.
C.
Significant computer experience and proficiency with software used by the Department, electronic mail, internet.
D.
Knowledge of functions performed by the Bayfield County Highway Department.
Physical Requirements:
1.
Extended periods of sitting and/or standing.
2.
Extended periods of viewing a computer monitor.
3.
Extended periods of keyboard entry.
4.
Ability to lift and carry up to 10 lbs.

A.
In depth knowledge of modern office practices and procedures and skill in their application.

Demonstrated experience and expertise on the use of Microsoft Office to include: Word, Excel, Outlook, and QuickBooks, electronic scheduling and internet usage.

Ability to learn advanced computer applications from other computer operations and ability to transfer that knowledge to others when needed.
D.
Ability to independently carry out special and general assignments requiring organization of material and development of procedures.

Ability to independently enter financial data efficiently and accurately and ability to transfer this knowledge to other staff when necessary.

Employees working less than 50% time are not eligible for benefits.
Shifts and Work Hours:
Monday through Friday.
40 work hours per week.
2080 hours per year.
Insurance:
Health insurance is available to employees that work an average of 26 hours per week or more.
Coverage is effective upon completion of one full calendar month of employment.
A Health Reimbursement Account in the amount of $5350 is available for employees enrolled in the Teamster Health Insurance Plan.
Both Disability and Life Insurance are available.
A Section 125 Plan (Flexible Spending) is available.
Sick Leave:
Five days of sick leave is allocated upon hire.
In addition, sick time is accumulated at the rate of eight days (40 hours) per year for full-time employees and is pro-rated based on hours worked for employees working 50% time or more.
During the first year of employment, employees may use accumulated sick leave for ANY purpose.
Vacation (For full-time employees working 2080 hours per year):
After one (1) year: 40 hours
After Two (2) years: 80 hours
After Five (5) years: 120 hours
After Ten (10) years: 160 hours
After Fifteen (15) years: 200 hours
Up to five days (40 hours) of vacation may be carried over to the next year and must be used within the first 6 months of the new year.
For employees working more than 50% time, but less than full-time, vacation time is pro-rated based upon the regular number of hours scheduled.
Holidays (11 paid per year):
New Year's Eve, New Years Day, Memorial Day, Labor Day, Veteran's Day, Spring Holiday (Friday before Easter), Christmas Day, Thanksgiving Day, Day After Thanksgiving, Fourth of July, Christmas Eve
Retirement:
Wisconsin Retirement System (Employee and Employer each contribute).
An optional Deferred Compensation Program is available.
Insurance:
Additional voluntary insurances are available, including: Vision, Dental, Accident, Disability and Critical Care.
Premiums are payroll deducted for those who choose to enroll.
