Basic Function

Under the direction of the Information Technology Director, Manager, or designee, the GIS Analyst is responsible for leveraging Geographic Information System (GIS) technology to support the City's spatial data analysis and management needs. This role involves inputting, updating, extracting, collecting, analyzing, and interpreting geographic information to assist in decision-making processes, project planning, operational efficiency, and the creation of detailed maps. The GIS Analyst will play a pivotal role in the design, development, and maintenance of the City's enterprise GIS applications, databases, and related infrastructure. This position ensures data integrity, provides technical support and training to staff, facilitates the effective use of GIS technology for data analysis, reporting, and decision-making. Strong analytical skills, technical proficiency, and the ability to collaborate across departments and with external stakeholders are essential.

Essential Duties and Responsibilities

Create and update GIS layers for a wide variety of city functions across all city departments.

Input, edit, and rectify data, including metadata, to the enterprise GIS.

Coordinate with city departments on the use of GIS Software to display and analyze GIS data.

Design, develop, implement, and maintain ArcGIS Enterprise web applications, ArcGIS Online and related mobile applications.

Design, develop, implement and analyze geospatial information from databases and applications.

Create and maintain scripts for automated data processing to maintain the integrity of the city's spatial data. Support importing/exporting and manipulation of spatial data between various software systems and/or business applications, perform complex data manipulation for data migration, data analysis and generation of custom reports.

Implement, upgrade, and troubleshoot new or existing business applications to include working with vendors to resolve issues.

Assist staff and co-workers in defining, developing and implementing GIS related databases, data sets, applications and map products with effective use of available resources.

Write, debug, maintain and document SQL and Python scripting and programs that query, analyze and/or display GIS data.

Identify project requirements, develop and review GIS maps, data analysis and related products based on requests submitted by city staff.

Research, collect, input, and maintain data in the city's GIS system with adherence to appropriate best practices, procedures and quality controls.

Assist and train staff, outside agencies or members of the public on the utilization, operation and capabilities of the GIS system associated applications and web-based GIS information.

Support the city's GIS applications, systems, and users through system maintenance and upgrades.

Support and Maintain the Eyes on Federal Way service request tracking system (SeeClickFix).

Implement, maintain, and support the mapping function of the city's Avigilon Unity video management system.

Support and maintain the city's properties on Google Maps, Bing Maps, Apple Maps, etc..

REPRESENTATIVE DUTIES:
Provide timely updates and maintenance of GIS data sets, databases, maps, and associated files as required; research and develop, through digitization, field work or other methods, data for input into the GIS database.

Provide technical assistance to staff and others in the development, documentation, and training of programs and procedures utilized in conjunction with the GIS system.

Design, produce and maintain a variety of written reports, databases and map products related to the data contained in the GIS system.

Operate and maintain computer hardware peripherals, such as GPS field collection equipment, plotters, operating system and associated software packages that form the city's GIS system.

Assist departments in defining, prioritizing, developing, and implementing GIS projects.

Representing and coordinating with State, County, Municipal, Special Districts, Regional Entities, Valley Communications Dispatch Center, and Sound Transit on GIS related matters.

Maintain regular, reliable and punctual attendance.

Other duties as assigned.

Education and Experience

Any combination equivalent to: Bachelor's degree in Computer Science, GIS, Engineering, Geography, or a related field, with 3 - 5 years of increasingly responsible GIS experience using GIS software to produce maps, perform spatial analysis, and generate and maintain databases. Experience working within a government or municipality type agency preferred. Geographic Information Systems and Criminal Justice Information Services certifications preferred. Prior to employment candidate must successfully pass a thorough employment reference and background investigation and FBI criminal history check conducted by the City of Federal Way Police Department.

Knowledge and Abilities

Knowledge of:
ESRI software suites such as ArcGIS Desktop, ArcGIS Online, ArcGIS Pro & ArcGIS Enterprise.
Principles and practices of cartography, surveying, and mapping, interpretation of engineering plans, and aerial photography.
Business applications such as VertiGIS Studio, Crystal Reports, Adobe Creative Cloud Apps, VUEworks asset management and AMANDA permitting software.
Programming techniques, concepts, and development environments (HTML, Python, Arcade, Java, .NET, or other programming/scripting languages)
SQL and TSQL languages, statements, programming and proper techniques for maintaining relation and SQL compliant databases.
Computer hardware, workstations, networks, small- and large-format plotters/printers, and various input devices.
ITIL (Information Technology Infrastructure Library) curriculum.
Methods, techniques and instruments used in drafting, surveying, and digitizing data with appropriate accuracy and quality controls.
City organization, operations, policies and objectives.
Laws, rules and regulations related to assigned activities.
Report writing, record-keeping, and plan interpretation techniques.
Interpersonal and customer service skills using tact, patience and courtesy.
Fiber optic utility data collection and mapping.
Drone experience and/or certification preferred.
Excellent customer service skills.
Ability to:

Perform programming and other responsible duties to assist in the design, development and maintenance in support of the city's GIS.
Manage new system implementation including budgeting, design, coordination, support and maintenance.
Produce GIS maps or interactive mapping applications for deployment on the web.
Provide information, assistance, and support for coworkers and other GIS users.
Capture and translate business processes of end users into business software requirements.
Maintain the GIS database and records of source documents and/or data.
Perform technical duties related to the GIS System or assigned area of specialty.
Read, review and understand aerial photographs, plans and specifications.
Interpret survey notes, plans, and legal property descriptions.
Communicate effectively both orally and in writing.
Be detail oriented, self-motivated, and a team player.
Analyze situations accurately and adopt an effective course of action.
Maintain records and prepare reports.
Meet schedules, timelines and commitments.
Establish and maintain cooperative and effective working relationships with coworkers, staff, outside agencies, and members of the public.
Successfully pass current ITIL Foundation certification or demonstrate proof of completion.
Maintain regular, reliable and punctual attendance.

Environmental Conditions/ Physical Effort:
Work is performed primarily in an office environment with frequent interruptions. Occasional field work is necessary. Employee may be exposed to noise from basic office equipment operations. Employee will be required to walk, bend, stoop, kneel, or crouch and able to stand and maneuver in steep or uneven terrain in all kinds of weather conditions. Performs sedentary work exerting up to 30 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Ability to drive a city vehicle, possess a current and valid Washington State driver's license (or ability to obtain one within 30 days of residency) and have an acceptable driving record. This position has limited ability to work remotely and is subject to the requirements of city's Remote Work Policy.
