Job Summary
The mission of Clark County Jail Services is to promote and maintain public safety through effective correctional and reentry practices.
The purpose of the Clark County Jail Reentry Program is to connect incarcerated people releasing or who are likely to release to the local Clark County community with resources to increase desistance behaviors and reduce recidivism.


This position will not begin until 2025 and is subject to final approval of grant funding.


The Jail Transition Coordinators Lead provides supervision to the team of Jail Transition Coordinators who provide direct services for incarcerated people with complex needs in Clark County Jail Reentry Program.
The Jail Transition Coordinator Lead is responsible for ensuring the JTC team effectively triages incarcerated individuals into services, assesses individual needs and barriers, develops collaborative release plans, and provides collaborative case management.
The Jail Transition Coordinator Lead is a liaison to community organizations with positions collocated with the Reentry Program as well as internal and external stakeholders.


A high level of self-direction, organization and work efficiency is a requirement for this classification.
The position is exempt, non-represented and may require periodic nontraditional work hours.

Qualifications Education and Experience: Master's degree in social work, counseling, mental health, behavioral sciences, or a related field from an accredited institution is required plus at least two (2) years of experience working with persons with legal system involvement OR Bachelor's degree in social work, counseling, mental health, behavioral sciences, or a related field plus at least five (5) years of experience working with persons with legal system involvement Proof of credentials will be required The degree must have been conferred by an institution of higher education and have National Recognition of Accrediting Agencies by the U.S. Secretary of Education, and official transcripts will be required at the time of hire.
Licensure in the State of Washington in compliance with WAC 246-809 as a counseling professional highly preferred, but candidates who currently are registered as Agency Affiliated Counselors in Washington may be considered for the position if eligible for licensure.

Preferred Qualifications: Experience supervising and motivating a team Experience with complex co-occurring disorders in adults Experience in correctional facilities Experience working with people during incarceration Knowledge of: Effective methods of team supervision and management; effective correctional and reentry practices; strategies to coordinate services for incarcerated persons; mental health, substance use disorder and co-occurring disorders; community engagement strategies; social service networks; case management techniques; counseling techniques; impact of trauma on behavior and trauma-informed care; serving diverse persons in the context of a professional relationship; county, state, and federal laws and regulations relevant to Reentry Program services; professional and ethical standards and practices; principles and practices of public sector organization and program operations; project management, including planning, scheduling, monitoring, and problem solving; methods of budget development and justification; analysis and evaluation of policies, procedures, public information, and service delivery issues; local and state lawmaking processes; research methods and techniques; trends and practices within the specialized area; personal computer applications and usage.


Ability to: Supervise a team of Jail Transition Coordinators who provide direct services to incarcerated people with diverse needs and backgrounds and who present with a variety of complex and acute needs including mental health, substance abuse and co-occurring disorders and have additional risk factors such as homelessness and medical needs; support individualized release plans and service coordination; carry a small direct service caseload based on program needs; develop, supervise and implement an internship program; ensure fidelity of evidence-based strategies; professionally represent Clark County Jail Services Reentry Program; exercise professional judgment in seeking consultation with program manager and/or other subject matter experts as needed; work with diverse populations which include but are not limited to socioeconomic status, age, education, race, ethnicity, gender, ability status, gender identity, neurodiversity, ability and sexual orientation; perform duties in a manner which shows respect and protects confidentiality/privacy within limitations of correctional facility; effectively plan, direct, and delegate program components; assign, supervise and evaluate the work of subordinates; delegate responsibility and authority to carry out policy directives in an effective and timely manner; establish and maintain effective working relationships with the public, other governmental jurisdictions, contractors, other County staff, individuals needing services, and program stakeholders; write clear and concise reports, memoranda, and letters; analyze problems, identify alternative solutions, project consequences of proposed actions, and formulate recommendations; interpret and explain policies, procedures, laws, and regulations; utilize various PC applications at an advanced level; ensure efficient use of public resources; ; work in a secured and/or partially secured environment (jail); operate within an established chain of command in a paramilitary organization; embrace the mission, vision and values of Clark County Jail Services.


Duties may include but are not limited to: Plan, develop and implement strategies and programs to accomplish department goals, priorities and objectives; supervise staff; prioritizes, assigns and monitors work; evaluates performance; initiates and implements decisions regarding employee selection and discipline; ensures resources are available for department operations and provides staff training and cross-training; coordinates department resources; developing, interpreting, monitoring, adjusting and implementing policies and procedures; managing daily operations; and serving as administrative advisor to department head and/or elected official; represents the department at various events such as: meetings, hearings, training, and bid openings; and ensures that department goals, views and positions are presented; confers with elected officials, department heads, local and state officials; coordinate activities with community groups; explains and promotes programs to the general public and population served; evaluates department program(s); analyzes overall workload; ensures that activities are goal directed by prioritizing work assignments and adjusting resource allocation; and determines the need for additional resources or contract services; prepares and administers operating and capital improvement budgets; estimates revenue and approves expenditures; research additional funding sources; and writes grant proposals; direct, coordinate and review the program work plan; meet with staff to identify and resolve problems; assign work activities and projects; monitor workflow; review and evaluate work products, methods and procedures; participates in community outreach efforts and activities as a community partner/agent of the County as applicable to the department assigned; performs other related duties as required.

First Interview (Pass/Fail based on 70%): Questions will be job related and may include, but not be limited to, the qualifications outlined in the job announcement.
Minimum passing score of 70% is required.
The interview will consist of a three-to-four-member interview panel who will ask the same position related, pre-established written questions of all candidates.
The panelists' evaluations will be combined resulting in candidate interview scores.
Interviews are weighted 100% of the overall score.

Background Investigation: Candidate will undergo a comprehensive background investigation based on a detailed personal history statement (from high school years forward) and interview with a background investigator.
Candidates who successfully complete the background investigation will be administered a polygraph examination and a drug test.
All offers of employment are contingent on successfully passing the comprehensive background investigation, polygraph examination and drug test.

Any affiliation with Gangs or Extremist groups Tattoos or markings that could be deemed offensive or unprofessional Social Media use that demonstrates a pattern of divisiveness or inability to be impartial Falsifying or omitting information in the background personal history statement Any recent patterns of behavior that erode public trust.

Note: Medical marijuana possession/use, if legally prescribed, is not illegal under the laws of the State of Washington; however, marijuana use and/or possession, even if legally prescribed in Washington, is still unlawful under Federal law.
Therefore, Clark County Jail Services does not distinguish between medical marijuana possession/use and illegal marijuana possession/use, both are viewed as unlawful.
Therefore, recent use of marijuana may be disqualifying.

Retirement Information

Current contribution rates vary by plan but could range from 5% to 15% of gross pay, depending on the plan choice.
