Summary You will serve as a Logistics Management Specialist in the Air Systems Group, System Safety and Air Systems Integration Department, Air Vehicle Integration Branch of NAVAIRWARCENAC DIV. If selected, your salary will be set according to the established control points of this position which is equivalent to GS-14, Step 10: $139,395 - $181, 216. Responsibilities You will formulate the support and maintenance concepts and maintainability requirements for assigned weapon system. You will exercise resource responsibility/authority over support budgets to include planning, tracking and executing sustainment funds. You will direct analyses by- appropriate activities and implement corrective actions with an emphasis on improving fleet aircraft readiness. You will manage and direct the efforts of all logistics personnel providing life cycle product support management to the weapon system. You will plan and chair logistics and maintenance conferences, as required, throughout the acquisition and support phases to ensure a continuous, effective, and balanced logistics support program. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12/13 grade level or pay band DS-05 in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Knowledge of the Presidential and VIP transports within PMA 274. Knowledge of the full subject matter expertise within Air Systems Group, Systems Acquisition Group, and Mission Group. Professional interaction in a highly political environment; 2) Responsible for the logistics planning, processes and documentation that are executed during all phases of the acquisition process to ensure that the desired level of logistics supportability is achieved. Meets the current and future needs of the customer communities by performing duties as assigned from the logistics elements; 3) Mastery knowledge of; concepts, principles, and practices regarding all aspects of the broad field of logistics management. Serves as an expert in the full range of integrated logistics support and to take concluding action within any area of supportability for the assigned weapon system; 4) Knowledge of related engineering principles; reliability and maintainability; test & evaluation; technical data; safety; configuration management; maintenance planning and management policies; integrated logistics support (ILS) concept, supportability analysis, characteristics of numerous systems and equipment and their attendant logistics requirements; the DoD acquisition process; understanding of the distinct closed loop logistics systems; fleet and field activity organizations and their interrelationships; 5) Understanding, participating and leading: concepts, principles, and practices of systems engineering, system life-cycle phases, and the documentation, analyses, and reviews associated with those phases; 6) Expertise to sufficiently know when and how to recommend waivers to established policy; 7) Experience working with all levels of management and peers. This requires leadership characteristics as well as tact and ability to exercise judgment in sensitive situations and personal relationships. This position operates in a high political environment; 8) Communicates effectively verbally and in writing. Ability to create oral presentations and author written reports and other documentation as required; 9) Provide subject matter expert advice and facilitate the application of logistics concepts and policies across the program, in support of program goals; 10) Utilize established planning tools and procedures to plan, establish, and execute effective total life cycle goals for the assigned system. Create and propose additional planning tools as needed in support of the applicable program; 11) Manages and directs the efforts of all engineering and logistics personnel assigned (or matrixed) internal and external to ASG logistics within the program supported. While performing organizational and general personnel management functions including planning and executing supply for the program product and service demands; 12) In support, the Life Cycle Logistics Systems the incumbent determines/decides, based on technical information/feedback/funding availability, determine the best approach in expending resources to insure successful logistics support posture; 13) Directs analyses by appropriate activities and implements corrective actions on malfunctions, or unsatisfactory performance; 14) Represents ASG and the Program at meetings, conferences and workshops involving integrated logistics support and maintenance policies. Plans and chairs logistics and maintenance conferences, as required, throughout the acquisition and support phases to ensure a continuous, effective, and balanced logistics support program; 15) Broad knowledge of accented managerial and administrative techniques to manage and direct both technical and non-technical personnel as an integrated unit.
