Job Description
The Gas Compliance (GC) Manager will oversee and manage the area and engineering GC representatives, providing leadership and direction for their activities.
This includes administrative functions such as budget and personnel management, handled in a timely and professional manner.
The Manager will be responsible for all aspects of the Public Service Commission (PSC) records and field annual audits.
Responsibilities include scheduling the audits with the PSC, compiling requested records, leading close-out meeting discussions, and drafting responses to audit findings, etc.
Excellent verbal, written and interpersonal communication skills are required.
Responsibilities Core Responsibilities Management of all aspects of embedded GC work. Establish a formalized training program for area GC staff. Establish all compliance criteria, parameters and topics for review by area GC representatives. Establish area GC goals. Manage database of area GC inspection/review/analysis information. Maintain area GC inspection/review documentation and develop meaningful reporting metrics. Provide advice and counsel to Gas Operations, Gas Engineering, and area GC representatives in matters related to state and federal regulatory requirements (for gas). Identify opportunities for a formal GC review, based on the results of ongoing area GC analysis. Play an active role in meeting GC Section's goals and performance measures. Monitor the effectiveness of area GC representatives. Conduct check-in meetings with area Gas Operations and GC. Act as point-of-contact for PSC record and field audits. Manage the compilation of all PSC requested records. Lead close-out meetings with PSC, for the records and field audits. Prepare all written responses for the records and field audits. Maintain a database/record of PSC findings, for trend analysis. Issue reports to user groups, including external agencies. Partner with and initiate benchmarking activities with other organizations and outside utilities. Interact with internal and external stakeholders at all levels to achieve project goals. Comply with the Company's Standard of Business Conduct Policy. Perform other related tasks and assignments as required.
Qualifications Required Education/Experience Bachelor's Degree and 3 years full-time related experience or Associate's Degree and 5 years full-time related experience or High School Diploma/GED and 7 years full-time related experience.
Preferred Education/Experience Bachelor's Degree in Engineering, business or related field and 3 years full-time related experience.
Relevant Work Experience Prior experience in Gas Operations, regulatory compliance, or other related field required.
Required Experience in regulatory audits and associated responses is required (gas related experience in this category is preferred).
Required Demonstrated experience/understanding of scheduling, planning and coordinating group functions.
Required Detail-oriented and possess strong organizational skills to track and manage a variety of tasks in a fast-paced setting.
Required Possess informal leadership and interpersonal skills and have the ability to build rapport with internal and external stakeholders.
Required Possess the ability to interface with all levels of union and management employees.
Required Working knowledge of NYS and federal gas regulations applicable to pipeline safety preferred Preferred Familiarity with Gas Central, Gas Datawarehouse, eGIS mapping system and other Gas systems is preferred.
