Job Description:
The Department of Financial Services, Pharmacy Benefits Bureau ("Department") is looking for a paralegal/legal assistant to provide high end legal support to the Department in regulating Pharmacy Benefit Managers ("PBM") operating in New York.
The paralegal/legal assistant will assist the Department in all aspects of the PBM licensure, examination, and reporting processes.
The paralegal/legal assistant may also be assigned to assist the Department's Drug Price Investigations Unit in the investigation of significant spikes in the price of prescription drugs.
Under the supervision of the Assistant Deputy Superintendent for Pharmacy Benefits:
• The paralegal/legal assistant will draft rule-making documents and compile, assess, and respond to public comments involving the same.
• The paralegal/legal assistant will review and respond to verified complaints of PBM misconduct, including drafting memoranda to staff regarding the same.
• The paralegal/legal assistant will assist in reviewing, analyzing, and summarizing documents submitted to the Department by the PBMs during the licensing, reporting and examinations processes.
• The paralegal/legal assistant will research and analyze complex legal issues and questions and prepare legal memoranda of their findings for the Department.
• The paralegal/legal assistant will perform other related duties as assigned by the Superintendent for Pharmacy Benefits.
Qualifications:
• Candidates must have knowledge of basic legal processes, legal terminology, and legal research techniques.
• Candidates must have the ability to read, understand and interpret laws, legal documents and other written legal materials.
• Preferred candidates must have a minimum of two (2) years of experience providing complex clerical level legal support services to an attorney or on contested cases overseen by an attorney and the required certifications under the OGS contract.
• Preferred candidates will have excellent analytical, writing, communication and organizational skills.
• Preferred candidates will have strong research and interpersonal skills.
