The Program Analyst will perform a variety of both complex and analytical duties including working closely with the team to support portfolio of functional and pillar Operational Units and issue sets covering a range of issues of high importance to the Administration, with a focus on the

Countering People's Republic of China Influence Fund (CPIF) . The position provides assistance to CPIF and other foreign assistance programs and budgets across the Department of State, USAID, and the interagency are strategic, effective, and coordinated. The Program Analyst will support the team and provide input on related technical issues. The program analyst may also support other members of the team to assist in areas such as other cross-cutting portfolio backstopping, administrative support, and other duties. The Program Analyst works with their supervisory chain to rank tasks in order of importance and impending deadlines. The Program Analyst handles several tasks simultaneously. The individual must develop a working knowledge of USAID/State policies and guidelines, as well as corporate practices and procedures. The individual is expected to become familiar with office/division technical issues and policies. Duties and responsibilities include, but are not limited to, the following:
Serves as a point of contact and provide administrative and analytical support for F's work on the

Countering People's Republic of China Influence Fund (CPIF) , and potentially other portfolios on the team, for cross-cutting functional and pillar operational units and issue-sets.
Liaise and communicate with State and USAID functional and pillar bureaus, and other stakeholders on U.S. foreign assistance strategies, priorities, and resources.
Ensures assigned bureaus or offices are compliant with F requirements.
Responsible for administrative and routine analytic tasks related to foreign assistance policy, planning, performance, evaluation, data, and information systems.
In collaboration with supervisor and/or senior staff, tracks and analyzes assigned State and USAID functional and pillar bureaus' funding and programs.
In collaboration with supervisor and/or senior staff, tracks and analyzes legislation related to the CPIF and related programs.
Provides administrative and analytic support to technical staff to ensure that tasks and products comply with office/division and corporate policies and procedures.
In collaboration with supervisor and/or senior staff, analyzes USAID/STATE funding requests for assigned projects.
Provides assistance in review and approval of Operational Plans (OPs).
Facilitates information dissemination and flow regarding issues relevant to the office/division's technical and administrative equities.
Participates in technical and managerial meetings for the purpose of assisting in duties, keeping abreast of new development and emerging issues.
Provides short-term backstopping support as requested for technical staff.
Ensures that schedules and deadlines are met.
Performs other duties as assigned.
Qualifications, Education and/or Experiences:
The position requires a bachelor's degree and 5 years of relevant administrative and analytical experience or high school diploma and at least 8 years of relevant administrative and analytical experience supporting high level executives and programs.
Experience in foreign assistance project administration and management procedures preferred.
Requires proficiency in the use of Microsoft Office with an emphasis on Excel spreadsheet skills, PowerPoint, Internet and e-mail applications.
Candidates must have strong attention to detail and organizational skills.
Applicants selected will be subject to a government security investigation and must meet eligibility requirements for a "Secret" security clearance.
