Salary range is $65k to $150k, with a midpoint of $105k.New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market. We also observe 12 paid holidays and provide up to 2 paid floating holidays and up to 2 paid volunteer days per year.

GENERAL PURPOSE:

Under general direction, the Program Manager of Building Energy Performance oversees compliance with state and local energy efficiency and clean building regulations across Sound Transit's diverse portfolio of facilities and assets.
This role plays a key role in improving building energy performance and reducing greenhouse gas emissions across our facilities in order to advance agency sustainability commitments and comply with energy regulatory requirements.
This position will lead strategic development and implementation of energy efficiency and clean building compliance for existing buildings, while working collaboratively with internal teams and external partners to optimize building energy performance and ensure regulatory adherence.


ESSENTIAL FUNCTIONS:

The following duties are a representative summary of the primary duties and responsibilities.
Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
Develop and implement strategies to achieve compliance with energy efficiency and clean building regulatory requirements including, but not limited to, Washington's Clean Building Performance Standard, Seattle's Building Tune-Up policy, and Seattle's Building Emissions Performance Standards.
Conduct energy audits and assessments of Sound Transit facilities, in compliance with regulatory requirements, to identify energy efficiency opportunities and areas for performance improvement.
Collaborate with internal stakeholders, including Utilities & Resource Conservation, Facilities Maintenance, Engineering, and Sustainability teams, to develop, prioritize, and implement energy efficiency measures in compliance with State and local energy regulations.
Identify and document technical and operational information, evaluate energy reduction and energy management opportunities, and develop recommendations for improvements.
Provide technical expertise and guidance to ensure projects adhere to energy efficiency standards and best practices.
Support development and implementation of an enhanced building commissioning program that aligns with existing building energy performance requirements and industry best practices.
Serve as the primary point of contact for energy regulatory agencies, ensuring timely and accurate reporting and compliance with all applicable laws and regulations.
Monitor and evaluate emerging technologies, trends, and best practices in building energy management and resource conservation to identify opportunities for innovation and continuous improvement.
Provide technical support to project managers, engineers, and facilities staff on energy-efficient operations, maintenance practices, and occupant behavior strategies.
Prepare and submit required compliance documentation, reports, and certifications to regulatory agencies, including energy performance reports, energy management plans, and annual energy use intensity (EUI) calculations.

MINIMUM QUALIFICATIONS: Education and Experience: Bachelor's degree in Engineering, Sustainability, Environmental Science, or closely related field, and four years of experience working in the energy efficiency, building commissioning, clean energy, or facilities management field; OR an equivalent combination of education and experience.


Preferred Licenses or Certifications:Association of Energy Engineers (AEE) Certified Energy Manager certification or similar qualifying certification.
Required Knowledge and Skills:Building energy systems and technologies, including HVAC, lighting, controls, and building envelope.
Energy auditing and retro-commissioning methodologies.
Building energy codes and standards, including ASHRAE, IECC, and local jurisdictional requirements.
Project management principles with experience managing or implementing complex projects with the ability to coordinate, support, or manage multi-disciplinary staff and consultants.
Energy benchmarking, data analysis, and performance tracking techniques.
State and local regulatory compliance requirements related to building energy efficiency and clean building performance.
Strategic and tactical energy management practices for commercial/industrial application.
Advanced building energy efficiency and decarbonization principles.
Communicating complex, technical information to diverse audiences.
Attention to detail and accuracy in data analysis and reporting.
Working independently and collaboratively in a hybrid work environment.
Analyzing and leveraging building performance data to inform decision-making.
Conducting research and analysis and providing appropriate recommendations based on findings.
Preparing and analyzing complex data and comprehensive reports.
Proficiency in Microsoft Office Suite and energy or building management software platforms.
Physical Demands / Work Environment:Work is performed both in a standard hybrid office and field environment, active light rail areas, commuter rail, and bus transit facilities.
Positions working in field may occasionally be exposed to dangerous machinery, extreme weather conditions, physical harm, hazardous chemicals, and/or extreme noise.
Positions is responsible for performing a variety of buildings audits; may be subject to bending, climbing, crawling, grasping, hearing, kneeling, pushing, pulling, reaching, sitting, standing, talking, seeing, walking, and carrying and lifting up to 25 pounds.
