The Department of Public Works (DPW) Design Division develops plans and prepares construction documents for County roadway and drainage projects and provides review and approval for roadway and drainage projects prepared by County consultants. This division also is responsible for the Henrico County floodplain management program and manages the five regulated dams owned by the County. The DPW Design Division coordinates with several other County departments-including Planning; Building Inspections; Recreation and Parks; Emergency Management; and other divisions of Public Works-to serve the needs of County residents. Performs highly responsible professional staff duties involving the planning, study, development, management and implementation of projects for the improvement of various County, agency, or section operations; does related work as required. Essential Duties
This position will work with the Floodplain & Dam Safety Manager for Henrico County in accordance with Virginia laws, regulations, and federal requirements to implement the County's Floodplain Management Program and does related work as required. This position will assist in the implementation of the County's National Flood Insurance Program (NFIP) and Community Rating System (CRS) program participation. Extensive knowledge of the NFIP, CRS, Virginia's laws, regulations, procedures, and programs related to floodplain management is required. Floodplain management experience, which demonstrates the ability to effectively lead, develop, and manage multiple priorities is needed. This position will work closely with the Floodplain Permit Reviewer and will oversee the review of development projects as they relate to floodplain ordinance requirements (PODs, Subdivision Plans, Floodplain Development Permits, Capital Improvement Projects, etc.), including not limited to coordinating with citizens, engineers, developers, county staff and other agencies regarding floodplain review processes, review comments, and general questions. This position will be required to coordinate with engineering consultants under the County's annual contracts and may be responsible for overseeing floodplain related projects. This position will also be required to assist the Floodplain & Dam Safety Manager in providing technical assistance to the general public, County staff, and other stakeholders related to floodplain requirements, mapping, flood insurance, mitigation, and other related areas. This position may assist the Floodplain & Dam Safety Manager in preparing and reviewing state and federal grants. This position may assist the Floodplain & Dam Safety Manager in flood-related planning and policy activities, such as hazard mitigation planning, resilience planning, floodplain acquisition program development and implementation, floodplain mapping and interpretation, etc.
Other essential duties include: Ability to work independently and as part of a team; ability to plan projects and manage consultants in the preparation of related designs, estimates, schedules, and specifications for floodplain related projects; ability to perform research; skilled in organizing technical material in good report form; ability to express self clearly and concisely verbally and in writing; ability to establish and maintain effective working relationships with internal and external stakeholders; ability to render timely, competent decisions. Proficiency with Microsoft Office and functional knowledge of GIS. Participate in public hearings and citizen information meetings, and present information and answer relevant questions, as requested. Meet with elected officials, County staff, and citizens as requested.
Must work overnight snow contractor management and oversight as scheduled. This position may be required to assist in the field observation of County-maintained dams in the event of a dam safety emergency.
Extensive knowledge of the subject field and services provided by the program/project to which assigned; considerable knowledge of the principles and practices of modern management techniques; considerable knowledge or research and statistical analysis; considerable knowledge of subject matter in area of assignment; considerable knowledge of methods-improvement techniques, management strategies, management analysis, cost-benefit analysis and data processing; proven supervisory skills; strong organizational skills; proven supervisory and leadership skills; proven skill in making oral presentations; ability to establish and maintain effective working relationships with County and other governmental officials/representatives, community and civic leaders, program participants, volunteers and citizens; ability to develop quantitative and qualitative data retrieval instruments; ability to analyze, interpret, and report findings and recommendations; ability to present ideas concisely and effectively, both orally and in writing; ability to develop and conduct relevant training and informational sessions. Minimum Qualifications
Possession of a bachelor's degree in public administration or a field directly related to the position and program/agency to which assigned, plus three (3) years of responsible directly related work experience (preferably including some supervisory experience); OR, any equivalent combination of experience and training which provides the required knowledge, skills and abilities. (Salary Range: $69,537 - $127,917) Additional Information
This position may be filled as a as a Management Specialist I, II or Senior depending on the qualifications and skills of the successful candidate and the needs of the department at the time of hire.
Management Specialist I: Possession of a bachelor's degree with courses in statistics, report preparation, research and/or planning; OR, a bachelor's degree relevant to the program or service area to which assigned; OR, any equivalent combination of experience and training which provides the required knowledge, skills and abilities. Salary Range: $57,646 - $106,042
Management Specialist II: Possession of a bachelor's degree and one (1) year of work experience related to the program or services to which assigned; OR any equivalent combination of experience and training which provides the required knowledge, skills and abilities. Salary Range: $63,313 - $116,647
Certified Floodplain Manager (CFM) preferred.
Previous experience working with the Department of Conservation & Recreation (Floodplain Management Division), Federal Emergency Management Agency (FEMA) Region III, and other localities in the region related to floodplain management is preferred.
