Job Description - Senior Project Manager, Construction - RPM (2400007P) SALARY: $126,039.88
POSITION SUMMARY Plans, manages and coordinates the construction oversight duties related to rail and facilities construction projects and repair work. Develops work plans, schedules, cost estimates, and specifications for projects. Monitors work for compliance with schedule, budget, technical, safety and legal requirements, as well as contract provisions.
PRIMARY RESPONSIBILITIES Manages various construction projects via the "cradle to grave" method, which includes master planning, budget and schedule control, design, construction, construction management, closeout and coordination with various CTA departments.Manages and coordinates the activities of Construction Inspector personnel.Conducts pre-construction meetings and site inspections to ensure that construction work is in compliance with Engineering and Consultant drawings and specifications.Provides technical support and direction on projects administered by the CTA and consultants.Assigns and manages work to employees, assures appropriate training in work procedures and reviews completed work for conformance to stipulated programs and procedures.Reviews contractor and consultant pay requests, change orders request, schedules, status reports and submittals.Prepares and processes contract change documents, including bulletins, field memos, proceed orders and change orders.Assists CTA Purchasing department in the interpretation of contract documents, negotiations of contract change proposals and preparation of contract change documents.Reviews and submits for approval, construction methods proposed by contractors.Oversees construction and consultant contract budgets, recommends individual hiring of construction management personnel and evaluates and monitors the work of construction management personnel for assigned projects to ensure compliance with policies and procedures.Hires, trains, develops, monitors, and evaluates performance of staff. Reviews and recommends personnel actions for approval.Performs related duties as assigned.MANAGEMENT RESPONSIBILITIES Reporting to this position are the following jobs:
CHALLENGES Maximizing the management of CTA construction projects to ensure completion per the schedule and budget within the constraints of the Construction Manager (CM) and construction contracts.Working closely with CTA user departments, design consultants and construction contractors to ensure that construction projects meet CTA's operational needs.Setting up and implementing railroad insurance, safety training and payment procedures with contractors and consultants.Monitoring multiple contracts while keeping them on schedule and within budget while accommodating any unforeseen changes in the contract budget, schedule and conditions.EDUCATION/EXPERIENCE REQUIREMENTS Bachelor's Degree in Architecture, Mechanical, Electrical, Civil or Structural Engineering or a combination of education and experience relating to this position.Professional registration as an engineer or architect is preferable.PHYSICAL REQUIREMENTS Light physical effort required.Requires remaining in a stationary position for extended periods of time and constantly operating a computer and other office productivity machinery.Service Area Requirement: Exempt (Non-Union) employees must live within the boundaries of the CTA Statutory Service Area either at the time of employment or within 6 months of beginning employment at CTA.KNOWLEDGE, SKILLS, AND ABILITIES Detailed knowledge of engineering principles and practices.Detailed knowledge of engineering design and construction.Detailed knowledge of related federal, state, and local codes, laws and regulations as it relates to construction projects.Detailed knowledge of the principles and practices used in the preparation of designs, plans, specifications, and cost estimates.Strong contract administration and negotiation skills.Strong interpersonal skills.Strong written and oral communication skills.Ability to conduct field inspections.Ability to develop and administer budgets.Ability to prepare clear and concise reports.Ability to analyze problems, identify alternate solutions, and understand how each solution will affect the project outcome.Ability to establish and maintain effective working relationships with various levels of Authority personnel and outside contacts.WORKING CONDITIONS Usual office working conditions.Required to make field visits to construction sites to observe construction practices and progress.EQUIPMENT, TOOLS, AND MATERIALS UTILIZED Standard office equipment.
