Main Purpose of Job
The Senior Director of Strategic Sourcing manages the procurement process for DoIT ongoing and new purchases of supplies, products, and services for over 30+ enterprise agencies. They collaborate with the Department of General Services Office of State Procurement (OSP) in the strategic sourcing of IT products, software, and services to enable internal and external stakeholders to meet their goals and objectives. They lead the strategic sourcing team, which includes contract administration, buyers and purchasing officers, vendor management, and will work with clients and vendors.

POSITION DUTIES
Planning, directing, and coordinating the activities of the procurement/contract administration team and vendor management team.
Collaborate with DoIT Executive and senior leadership to strategically source vehicles to support emerging technology and innovation across state agencies.
Collaborating with OSP in:
developing and evaluating procurement strategies and conducting market research on vendor profiles to help with vendor selection and increase MBE/SBE participation;
developing and implementing Statewide centralized contracts for commodity IT products and services (e.g., hardware and software) aligned with State procurement regulations;
developing a method and a vehicle for "Demonstration Pilot Projects" in emerging technology fields to help identify and recruit new entrants and innovative firms to the State procurement ecosystem.
Analyzing procurement data, including cost analysis reporting, benchmarking spend, RFP data, and return on investment.
Collaborating with the Office of Security Management to implement and enforce the vendor risk management program.
MINIMUM QUALIFICATIONS
Experience: 5 years of contract administration/procurement/team and vendor management experience - 2 of those 5 years in a supervisory role.
Education: BA Degree in Finance, Business, or a related field.
DESIRED OR PREFERRED QUALIFICATIONS
Experience in procurement at the MD state government level.
Experience in strategically sourcing contract vehicles to support emerging technology and innovation.
