WILSON COUNTY JOB DESCRIPTION

JOB TITLE: TAX ASSISTANT

TAX DEPARTMENT

FLSA: Non-exempt

Hours:
The regular work hours are from 8:00am to 5:00 pm, five days a week (Monday through Friday).
Compensation:

The starting salary for a fully qualified Tax Assistant begins at $35,988 + a COMPETITIVE BENEFITS PACKAGE.

GENERAL STATEMENT OF JOB
Performs intermediate skilled administrative support work collecting taxes, listing property for tax purposes, assisting taxpayers and the general public with questions and inquiries, does related work as required. Work is performed under the moderate supervision of the assigned supervisor.

Description of Work

Essential Job Functions
Collects current and delinquent taxes over the counter and through the mail; calculates, certifies, and collects taxes due; provides receipts, records payment received to proper accounts and enters appropriate data into computer; processes pre-payments providing taxpayer or attorneys with receipts; balances cash drawer.

Assists taxpayers by phone or in person with inquiries regarding tax payments, responding to questions or referring taxpayer to appropriate officials; assists attorneys, lending institutions and others in determining back or current taxes due; assists taxpayers with listing real and personal property.

Determines persons with overdue taxes and prepares notices of delinquent taxes to be mailed; processes and sends garnishment and bank attachment notices to taxpayers' employers; research records to verify identity of taxpayer and to locate taxpayers' current employers; maintains files of garnishments and attachments.

Maintains and balances cash drawers; balances and prepares daily deposits; secures payments in safe.

Prepares lender loan statements for mortgage payments; prepares refund requests for reimbursement of overpayments.

Issues mobile home permits, reviews applications and ensures completeness and accuracy of data provided; prepares and mails letters, decals, lists and exemptions.

Assesses personal property, determining tax values of automobiles, boats and accessories, recreational vehicles, mobile homes, and farm equipment; enters and codes personal property for taxation; assigns account numbers and updates contact information as needed.

Processes State Department of Motor Vehicles monthly reports, including situs, values, duplicate records, exemptions, rebills, releases, and a variety of reports, ledgers, and files according to established timetable; compiles information on vehicles from various reports and keys data compiled for corrected billings.

Researches and discovers County residents not listed for tax purposes; processes mobile home and other discoveries, prepares and mails bills accordingly.

Processes and sorts incoming or outgoing mail.

Utilizes computerized data entry equipment and various word processing, in-house tax and/or file maintenance programs to enter, store and/or retrieve information as requested or otherwise necessary; summarizes data in preparation of standardized reports.

Establishes and maintains a variety of tangible files, filing and retrieving information as requested or otherwise necessary.

Performs other related work as required.
Minimum Education and Experience

MINIMUM TRAINING AND EXPERIENCE
Associate's degree in business management, accounting, or related field and moderate experience in bookkeeping, clerical or financial work including public contact, preferably in a tax-related field; or equivalent combination of education and experience is recommended.

Completion of NCTCA Tax Assistant certification within 2 years of employment is recommended.

Completion of North Carolina Department of Revenue's Level 1 Personal Property Appraiser requirements within 2 years of employment is recommended.

REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS

Physical Requirements:

Must be physically able to operate a variety of automated office machines including computers, typewriters, calculators, copiers, electronic letter openers, stamping machines, etc. Requires the ability to exert up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. Physical demand requirements are for sedentary work.
Data Conception:

Requires the ability to compare and or judge the readily observable functional, structural, or composite characteristics (whether similar to or divergent from obvious standards) of data, people, or things.
Interpersonal Communication:

Requires the ability to speak and/or signal people to conveyor exchange information. Includes receiving instructions, assignments or directions from superiors.
Language Ability:

Requires the ability to read a variety of correspondence, forms, checks, bills, statements, accounts receivable, licenses, reports, statutes, procedures, etc. Requires the ability to prepare a variety of correspondence, forms, statements, receipts, licenses, permits, etc., using prescribed formats and conforming to all rules of punctuation, grammar, diction, and style. Requires the ability to speak to people with poise, voice control and confidence.
Intelligence:

Requires the ability to apply principles of rational systems in order to solve problems and deal with a variety of concrete variables in situations where only limited standardization exists; to interpret a variety of instructions furnished in written, oral, diagrammatic, or schedule form.
Verbal Aptitude:

Requires the ability to record and deliver information and to follow verbal and written instructions. Must be able to communicate effectively and efficiently in a variety of technical or professional languages including legal, accounting and tax terminology.
Numerical Aptitude:

Requires the ability to utilize mathematical formulas; to add and subtract; to multiply and divide; to calculate decimals and percentages; to compute discount, interest profit and loss, ratio and proportion, etc;
Form/Spatial Aptitude:

Requires the ability to inspect items for proper length, width and shape.
Motor Coordination:

Requires the ability to coordinate hands and eyes in using automated office equipment.
Manual Dexterity:

Requires the ability to handle a variety of items, office equipment, control knobs, switches, etc. Must have minimal levels of eye/hand/foot coordination.
Color Discrimination:

Does not require the ability to differentiate colors and shades of color.
Interpersonal Temperament:

Requires the ability to deal with people beyond receiving instructions. Must be adaptable to performing under stress when confronted with persons acting under stress.
Physical Communication:

Requires the ability to talk and/or hear (talking - expressing or exchanging ideas by means of spoken words; hearing - perceiving nature of sounds by ear.) Must be able to communicate via telephone.

KNOWLEDGE, SKILLS AND ABILITIES

Working knowledge of the North Carolina Machinery Act and other laws affecting the collection of real and personal property taxes and charges for privilege licenses.
Working knowledge of modem cash handling procedures, including the handling and accounting of large sums of money.
Working knowledge of the principles and practices of bookkeeping.
Some knowledge of the ethical guidelines applicable to the position as outlined by professional standards and/or federal, state or local laws, rules, and regulations.
Skill in the operation of common office machines, including popular computer-driven word processing, and file maintenance programs.
Ability to compute figures rapidly and accurately.
Ability to prepare records and reports concerning the collection of taxes.
Ability to assist in the preparation of detailed financial reports.
Ability to exercise tact and courtesy in frequent contact with the general public, lawyers, and businesses.
Ability to establish and maintains effective working relationships as necessitated by work assignments.
