Position Overview:
The Administrator for Windham Region Transit District (WRTD) shall have the broad responsibility for the leadership and management of the transit system including but not limited to: route planning, fiscal planning and adherence, maintenance management, labor relations, personnel management, contract management, program development, stakeholder engagement and working with the Board to develop and implement strategies to facilitate the mission, goals and objectives of the transit district.
The duties of the Executive Director shall include but are not limited to:
Motivates, leads, trains, and develops exempt and non-exempt employees in a union and non-union environment.
Responsible for the development, implementation and updating of the programs, policies and procedures of WRTD.
Direct the administrative management of the District including equal employment, affirmative action, procurement, and compliance with federal, state and local regulations, including WRTD's public involvement, FOI and public access requirements.
Acts as liaison between WRTD Board and other organizations, municipalities, groups, and individuals, including but not limited to: Federal Transit Administration; Connecticut Department of Transportation; member towns; subcontractors; public; local businesses.
Attends relevant meetings, prepares correspondence, and compiles statistics and reports as needed.
Prepares grant applications for funding WRTD operations, capital acquisitions, and other special projects.
Administers the terms and conditions of grant contracts and other funding sources.
Develops a working knowledge of, and assists in assuring WRTD compliance with, federal, state, and local laws and regulations.
Prepares and compiles statistics, reports, and correspondence as needed to meet grant terms and legal requirements.
Works with the Finance Director to prepare, amend, and submit annual budgets, biennial budgets and five and ten-year capital budget projects and requests.
Assists with oversight of WRTD's annual financial audit, and other audits as required.
Oversees Finance Directors preparation of monthly invoices, financial records, and annual books.
Encourage and maintain communication with community stakeholders to promote WRTD's services.
Prepares, present reports, and makes recommendations to WRTD Board on current and pending issues.
Coordination with FTA, Connecticut DOT, UConn, and towns on transit and transportation matters.
Assists with recommendations for routes, schedules, and changes for existing and proposed fixed routes services.
Works with the Planner to prepare, revise, and oversee printing and distribution of route schedules, maps, timetables, etc.
Negotiates advertising trades with local media in exchange for bus ads/income.
Facilitates the purchase, registration, insurance, and disposition of vehicles.
Required Qualifications and Skills: A minimum of 5 years' experience in public transportation with progressively responsible management experience and a college degree in a related field is preferred.
The candidate must possess a combination of education and experience in transportation administration, finance, planning, transit regulatory compliance and operations, safety, training, and customer service.
Must have evidence of building solid relationships with supervisors, peers, and subordinates.
Excellent verbal, written and interpersonal skills are required.
Proven ability to effectively and professionally interface with stakeholder agencies, directors, federal, state and local elected officials, operators, and all levels of employees including senior management.
A valid class B CDL driver's license with passenger endorsement is preferred.
This position will be subject to and entered into WRTD's random drug and alcohol testing pool and drug policy as it is a safety sensitive position.
